Penalties for both teams being over rating limit
I completely overlooked that both teams were over the INTRO Tournament rating limit of 1400.
Two wrongs do not make it right.
Half point penalty for both teams.
Tournament controller has authority to impose higher penalties if teams are repeatedly over rated.
